Town Council

 

Introduction

The Stanley Town Council was constituted 1 January 1948 under the provisions of Ordinance No 1 of 1947.  The Council consisted of nine members; three nominated or appointed by the Governor and six elected by the Stanley electorate.  The first elected members were Les Hardy (Centre Ward), William J McAtasney (West Ward), Sylvester Barnes (West Ward), Martin G Creece (Centre Ward), Robert Reive (East Ward) and Robert L Robson (East Ward).  The first appointed members were Dr F J Sladen – Senior Medical Officer, Eric F Bunting – Executive Engineer, and Miss Madge B Biggs. The first town clerk was Karl V Lellman.

In December 1972 Executive Council decided that the Stanley Town Council was rather cumbersome and unnecessary and that Stanley would be more efficiently administered if the Council’s functions were undertaken directly by Government departments.  The Stanley Town Council was wound up 30 June 1973.

Fire Service, Power and Light, Water

 

Introduction

In December 1845 Governor Moody had two wells dug to supply the needs of both the town and shipping; the first to a depth of 16 feet and the second to a depth of 20 feet.  These proved unsuccessful and work commenced in November 1848 on sinking a town well, with a pump fitted, between John Street and Fitzroy Road; roughly to the north of what is now Pump Green on Dean Street. 

Construction of the first reservoir commenced in January 1849.  It was built to ensure a good supply of fresh water to ships visiting Stanley and was located at the bottom of what is now Reservoir Road and fed by a stream which ran down from Magazine Valley.  The lower side of the reservoir was finished by a thick wall faced with brick laid in Roman cement and the upper walls were excavated and the whole reservoir was surrounded by a wooden fence.  A four-inch iron pipe carried water under Ross Road and to a platform at the end of a long jetty and was fitted with cocks and a hose at the end which allowed casks or tanks in ship’s boats to be filled alongside the platform.  A lighter was also converted into a tank, the whole costing £362.

Public Works Department

 

Introduction

The Public Works Department essentially started with the arrival of the party of Miners and Sappers, who arrived in 1842 under the command of Lieutenant Governor Moody.  On the move of the capital to Stanley the Department was concentrated in the Government Dockyard for over 165 years.

John Nixon, the first recorded printer in the Falkland Islands, arrived with his wife and children on board the Ealing Grove 12 January 1858 as part of the Falkland Islands Garrison.  He worked as Government Printer from 1874, employed at 4 shillings a day when required, and was responsible for the printing of official forms, gazettes and other Government publications and papers.

The Government Printing Office was originally in a building in the Dockyard.  The office was very cramped and unfit for purpose so a new building measuring 40 by 20 feet with large windows was erected and was opened early 1909 behind where the Secretariat is now situated.
